I think it’s because they have this new CSS upgrader and you need to pay for it. Is there any other way I could change my theme without having to pay for it?
that’s still paying.

You don’t connect to WordPress with FTP. You connect to your server that has it provided your hosting account allows use of FTP. Most free accounts do not allow FTP use.
