I have already installed wordpress, but I’ve made an HTML layout in Adobe ImageReady and would like to just have Wordpress to manage the news on my site. An example of what I am asking is www.oh-rihanna.com

First I suggest viewing the code (in HTML output) of your wordpress homepage, to see what divs, it uses for what.
Next replace the header, sidebar, index and footer with your current header, sidebar, content and footer information, however keep the loop for the posts and the archives, search etc etc.
This is a bit complicated, if you are not at all familiar with PHP. If that’s the case, I suggest you use a pre-made theme, or use the theme generator (link as source, below).
I installed wordpress in my website but I can’t seem to find the comment button. How do I enable the comments in my Blog, so people could comment?

Log in to the site admin section
Choose Options
Under General, make sure Users must be registered and logged in to comment is checked off
Click the Discussion suboption of the Options menu (it’s in the horizontal bar beneath where Options appear)
Under Discussion Options, check ON the option Allow people to post comments on the article
You’ll also almost certainly want to get the Akismet plugin, which blocks commercial comment spam:
